State bond commission approves over $199 million for local projects

The State Bond Commission approved over $199 million for projects statewide and approximately $2.3 million in savings from refinancing existing public debt at its September 19 meeting, according to State Treasurer John Kennedy.

"We saved taxpayers more than $2 million by signing off on the refinancing of local government debt in seven parishes," said Treasurer Kennedy. "In addition, we approved bonds to finance fire protection facilities in Claiborne, Webster and Rapides Parishes; affordable housing in Shreveport; and facility improvements at Grambling State University and the University of Louisiana at Lafayette."

Among the individual projects approved were:

Bossier Parish, Cypress-Black Bayou Recreation and Water Conservation District, $200,000 in Limited Tax Certificates of Indebtedness: for improving public facilities.

Claiborne and Webster Parishes, Evergreen Fire Protection District, $500,000 in Certificates of Indebtedness: for acquiring and constructing fire protection facilities and equipment including fire trucks.

St. Tammany Parish, Hospital Service District No. 2, $10 million in Hospital Indebtedness: for constructing, acquiring and improving facilities, equipment and furnishings for Slidell Memorial Hospital.

Evangeline Parish, Evangeline Parish Police Jury, Road and Drainage Sales Tax District No. 1, $28.6 million in Sales Tax Revenue Bonds: for improving public roads and bridges.

Lafourche Parish, City of Thibodaux, $8.64 million in Taxable Utilities Revenue Bonds: for wastewater treatment and disposal system improvements.

Livingston Parish, Juban Crossing Economic Development District, $37.1 million in Revenue Bonds: for the construction and improvement of roads, bridges and drainage and general infrastructure improvements.

Rapides Parish, Town of Woodworth, $945,000 in Public Improvement Bonds: for the construction of a new fire station including equipment.

Tangipahoa Parish, City of Hammond, $5 million in Sewer Revenue Bonds: for sewerage system improvements and replacements.

Board of Supervisors for the University of Louisiana System, Grambling State University, $7.5 million in Revenue Bonds: for the renovation and expansion of the college's Intramural Center.

Louisiana Housing Corporation, Canaan Village Apartments, $5.5 in Multifamily Housing Revenue Bonds (Volume Cap): for the rehabilitation and equipping of a 120 unit multifamily apartment facility in Shreveport.

Louisiana Housing Corporation, Olive Grove Senior Apartments Project, $3.5 million in Multifamily Housing Revenue Bonds: for the acquisition and construction of a 50-unit multifamily apartment facility in Shreveport.

Louisiana Housing Corporation, New Zion Apartments Project, $5 million in Multifamily Housing Revenue Bonds (Volume Cap): for the construction and rehabilitation of a 100 unit multifamily apartment facility located in Shreveport.

Louisiana Community Development Authority, Ragin Cajun Facilities, Lewis Street Parking Garage Project, $26 million in Revenue Bonds: for the design and construction of a parking garage facility on the campus of the University of Louisiana at Lafayette.

Louisiana Community Development Authority, Ragin Cajun Facilities, Inc., Athletic Facilities Project, $26 million in Revenue Bonds: to design and construct an addition to the Leon Moncla Indoor Athletic Practice Facility.

Louisiana Public Facilities Authority, Clean Water State Revolving Fund Match Program, $10 million in Revenue Bonds: to provide funds to be used as the state's matching funds necessary to obtain grants from the Environmental Protection Agency.

Louisiana Public Facilities Authority, Louisiana Pellets, Inc. Project, $25 million in Solid Waste Disposal Facility Revenue Bonds (Volume Cap) to construct and equip solid waste disposal facilities consisting of a wood pellets production plant which produces wood waste to manufacture biomass wood pellets, located in Urania.

The Commission also approved approximately $2.3 million in savings for local governments by refinancing existing debtAmong the savings were:

Caddo Parish, Waterworks District No. 7, $946,500 in Revenue Refunding Bonds: approximately $467,000 in savings.

Calcasieu Parish, Waterworks District No. 9, Ward 4, $2.1 million in Waterworks Revenue Refunding Bonds: approximately $483,000 in savings.

Iberville Parish,Waterworks District No. 3, $2.3 million in Water Revenue Refunding Bonds: approximately $248,000 in savings.

Jefferson Parish, Jefferson Parish Council, $4.55 million in Revenue Refunding Bonds: approximately $171,600 in savings.

Lafayette Parish, Bayou Vermilion District, $1.325 million in General Obligation Refunding Bonds: approximately $59,700 in savings.

Ouachita Parish, West Ouachita Sewerage District No. 9, $450,000 in Sewer Revenue Refunding Bonds: approximately $70,000 in savings.

Tangipahoa Parish, Louisiana Community Development Authority, Southeastern Louisiana University Student Housing/University Facilities Inc. Project: $55 million in Revenue Refunding Bonds: approximately $835,000 in savings.
