Race to the Top

WASHINGTON (AP) - President Barack Obama is hoping to entice schools to improve with a $5 billion pot.

Obama says states and districts that apply for the "Race to the Top" grants will be evaluated by clear criteria. Money will go to those that adopt strong academic standards and common tests, that employ high-quality teachers and that allow for expansions of charter schools.

He also endorsed the idea of linking student achievement to teacher pay — a hotly debated issue in education.

The Education Department says the money will go to perhaps 10 to 20 states that can serve as models for innovation.

Obama says "not every school district will be happy with the results," but "America itself will be better for it."
