Woman wanted for adoption scam

Bossier Sheriff Larry Deen needs your help in locating a woman in the Bossier/Shreveport area for multiple charges stemming from an adoption scam.

Heather Hill, 21, is wanted for theft by fraud, extortion, money laundering, and racketeering. Hill is described as having blue eyes and brown hair, standing 5’ 4” and weighing 175 pounds. She has tattoos on her neck and arms. She is known to be the driver or passenger in a silver Pontiac Grand Prix with Alabama tag 5A47M31.

According to medical records, Hill was pregnant as of August 18, 2010. On August 23, 2010 she had an abortion at a local women’s clinic. But in mid-October, she went to an adoption agency in Lake Charles to put her unborn child up for adoption, signing the necessary paperwork. Furthermore, Hill was not pregnant when she was incarcerated in December for domestic abuse and possession of marijuana. Medical records also show that she obtained birth control medicine in December and was still not pregnant in April. However, in March she signed a pre-surrender agreement with the adoption agency, showing her intent to have the child and give it up for adoption.

A Denham Springs family made preparations to adopt Hill’s child soon after she put it up for adoption. The family paid her on 25 different occasions for the child, totaling over $6800. All money was handled through the adoption agency. Hill called and texted the family on multiple occasions threatening to give the baby to another family if they did not pay her more money.

Last month, after the supposed birth at LSUHSC, Hill told the family and the agency that she no longer wanted to give up her child, which mother’s have the legal right to do. The adopting family gave Hill additional funds even after they found out that she was keeping the child. The family was concerned for the welfare of the infant and wanted to make sure that the baby had the necessary supplies.

In the case that a mother decides to keep her child, she has to pay the adopting family back all of the money that was provided to her for the adoption. Hill has not done so and is evading authorities. She has also approached the adoption agency for bus tickets out of town by using the name of her bogus unborn child.
