Just over a year after the alleged murder of Anna Celeste Lowe, her mother, Jamie Mercer, is filing a lawsuit against the Bossier Parish Sheriff's Office, Child and Protective Services and the Louisiana Attorney General, in addition to Celeste's accused killer, Catherine Murray Lowe and her father, Wesley Lowe.
Mercer says the state did not do enough to protect her child from abuse. The five-year-old died in January 2011, after suffering internal injuries from an alleged beating by her stepmother. Mercer says she wants to see changes in the system. "It's time for Child Protective Services to find a different way of doing their job. They need to start not only investigating the accused, but the accusers as well," she said.
None of the defendants in the case would comment, citing the ongoing litigation.
