Bossier City Police Chief will retire

Bossier City Police Chief Mike Halphen is retiring.

Halphen served 28 years in the police department, and the last eight years as police chief.

Bossier City Mayor Lo Walker will appoint his successor, but candidates will have to prove they're qualified.

"A test be called for," said Halphen. "People will have to take a test, pass it, then he'll choose what candidate he wants. In the meantime, I leave in February, and he will appoint a subsitute chief at that time."

Officials say, during Halphen's run as chief, the crime rate in Bossier City has declined every year. And a report last year found, per capita, Bossier City was the safest city in Louisiana.
