Five years after the devastating Hurricane Katrina, thousands of Gulf residents say they still haven't received funds they were promised.

An Associated Press report backs them up, showing more than half the people who applied for loans were turned down.

The agency responsible refused to respond to on-camera in this investigation.

They are now fielding new loan applications, this time from hundreds of Gulf Coast residents.
