Killeen police officer charged with sexual assault

A Killeen Police Officer was arrested and charged with Sexual Assault on Thursday, January 12, 2012.

 

On Wednesday, January 4, 2012, it was reported to the Killeen Police Department that an officer was having an inappropriate relationship with a 16-year-old juvenile who is a member of the Killeen Police Explorer Program.  Officials with the Killeen Police Department and the Bell County District Attorney’s Office initiated an immediate investigation into this allegation.  On January 5, 2012, the officer in question was placed on administrative leave. After an extensive investigation, the case was reviewed by the Bell County District Attorney’s Office and a criminal complaint was returned charging Kirt Yarbrough Sr., a 16 year veteran, with Sexual Assault.  Officer Yarbrough was taken into custody at the Killeen Police Department on January 12, 2012. 

Yarbrough was released after posting a $100,000 bond set by Justice of the Peace Garland Potvin.

 

Chief Dennis Baldwin stated, “The badge of a Police Officer is a symbol of the public’s faith and trust.  Any criminal act involving police officers dishonors this symbol and violates the trust the community places in them.  The Killeen Police Department works diligently to provide the best police services possible and to build trust with the community.  This allegation, as dreadful as it is, should not be considered a reflection of the true commitment and dedication the men and women of KPD have toward this community.”  

 

The Killeen Police Explorer Program was originally established during the early 1980’s, and department policy expressly prohibits fraternization between Explorers and their adult leaders.    

While it appears that the activities surrounding the relationship between Officer Yarbrough and the 16-year-old juvenile are isolated, the program has been suspended to allow for an administrative review of the program, as well as a review of the policies and procedures affiliated with it. 

 

This ongoing criminal investigation could result in other charges being filed.  In addition to criminal charges, Officer Yarbrough is under investigation for numerous violations of department policy, which will be handled in accordance with Texas Local Government Code.

 

Because this investigation continues, there will be no further information released at this time.
